Economic Development Strategy


During 2007 Kapiti Coast and Horowheuna District Councils' developed an Economic Development Strategy for the region.  The strategy identifies four areas of strategic focus and details a range of interventions to help shape economic growth in the region.  The four focus areas are: 

  1. Apparel and textiles
  2. Food production and processing
  3. Tourism and events
  4. Maori enterprise


Other sectors such as retail, business services and construction form the majority of the local service sector economy.  Their strength and value to the local economy is recognised and in many cases they will benefit directly or indirectly from several of the interventions and activities identified, eg business mentoring and training, infrastructure development etc.  However, it is considered these are unlikely to be a strategic strength for the region.

The strategy identifies a range of interventions to help shape economic growth and noted these will be delivered by individuals, organisations and businesses and the Kapiti Coast and Horowhenua District Councils'.  Nature Coast Enterprise is the local economic development agency and regional tourism organisation for the Kapiti-Horowhenua region and, as such, is one of the organisations positioned to deliver economic development services in the region.

Labour Market Strategy

Nature Coast has been contracted to develop and implement a Labour Market Strategy for the region with initial emphasis on the Horowhenua. The draft strategy document is available here for your interest. Click here.

The project is sponsored by the Central Regional Office of the Ministry of Social Development with input from a number stakeholders, including; Government departments, local authorities, local Iwi, training & community organisations and local business.

The project's purpose is to identify areas of opportunity for employment growth.
